I closed EVERYTHING running in the background, and I’m getting consistent frame rates with everything set to High, while yesterday it would hiccup massively. Ok, so I had some time today to test things out. failure to update windows or vid drivers can also be a major reason. Right now I only know to be within specs, use an SSD, and close background applications (and that Steam something? can crash it).
