Remember if you get a full group of friends, you can pick any of them. Ops can be T7 and 8 as well as far as I know. Takes a long time for things to change for PvE (like the carriers). It was kind of a surprise to WG that people actually liked it, but they ran with it. Prob wasn't incorporated because PvE was never meant to be a thing even. They do have the ability to make different modes have different max division numbers as they show with opperations :) Yea, you're right about the PvE. Its so rare to loose there that we should just be able to make a whole 8 player division imo. I can see that with PvP maybe, but even there a 6 man division on each side with 6 randoms should be fine, but PvE? Basically puts everyone else at too much disadvantage.
